Let's talk about voting for a moment. Voting is at the core of governmental legitimacy, but the process of turning popular will into law is necessarily complex - and thus vulnerable to mistrust and manipulation.

There are lots of ways to sway elections. Each has its strengths and weaknesses. Any balanced review of "voter fraud" or "gerrymandering" should start with a simple question: "Who should control the government, why, and how?" The basic mechanism of governmental control is votes, but there's a lot to break down. I'm planning a series of musings on the subject. In each bit, I'll try to outline the current landscape, what changes are being discussed, and who is likely affected by proposed changes. First, some political context.
